Before the start of each academic year, the University Council determines the number of students that can be admitted to each faculty and each program. The university adheres to the admission standards approved by the Ministry’s Higher Education Council, whereby applicants are accepted competitively based on their General Secondary Education Certificate (Tawjihi) average and other criteria set by the Admissions Committee and relevant university bodies. The student’s secondary school average must not fall below the minimum requirement established by the Higher Education Council, and the student’s secondary school stream must be compatible with the program to which they are applying, in accordance with the Council’s regulations.
The minimum secondary school average for each program offered by the university is determined annually based on the number of initial applications submitted for that program. Consequently, the competitive benchmark changes from year to year and is not fixed. Students holding a “Bagrut” certificate or “IB, SAT, CAT, or GCE” qualifications are admitted after their certificates are officially equated by the Ministry of Higher Education, and their grades are internally converted by the Admissions Department to the equivalent Palestinian secondary school grades, after which the admission criteria are applied. Regarding the validity of secondary school certificates, they must have been obtained within the last ten years for admission to all faculties. Admission application deadlines are set annually, with the understanding that these guidelines are subject to yearly revision by the relevant university authorities.
